When Congress abolished the national quota system in 1965 and set an overall numerical limitation on immigration, with a system of "preferences" for immigrants meeting certain qualifications, the Report of the Senate Committee on the Judiciary explained that the "limit will permit immigration within what is believed to be the present absorptive capacity of this country."
